Title: Best and LLoyd Oil Pump

I am fettling a 1929 model 2 which has an oil pump on the timing side. The pump looks a bit like the Pilgrim pump on my BSA but i think that it is a Best and LLoyd. The sight feed bowl is completly flooded with oil and has been since i got the bike and does not clear even when i run the bike on its stand for a while. I'm a bit worried that it is not feeding the engine. Does anyone have any tips on how to test that it's working and if necessary about how to service the device.
